What we are after:
Content team is going to have routine sprint ticket for banner work each sprint to make sure we're on top of it.

Completion criteria

Banners set up for:

• if needed: any Commission meeting or hearing that is scheduled during the sprint - None scheduled in 17.2
• If needed: any change in status doc that may happen

Post any other banners that might be needed:

• Post EFO maintenance banner for 2/4. Banner should go live 5:30 pm on 2/4 and stay up through 10 am on 2/5. Just update the one in the Wagtail banners section with these dates and times.

• Create banner ticket for 17.3 and add it to PI planning doc for Content PI17

• EFO outage banner 2/1
