After 16.5 release is deployed (12/14): Content work after OIG categories renamed

Summary

What we're after:
We renamed some IG categories. There's some content work to do after the release is deployed and the new categories are available.

Related issues

• Add new report category for the IG feed: "Management challenges" #4959 - Add new IG category and rename two others

Completion criteria

• In Wagtail, update "Management challenges" and "strategic plans" link at the bottom of the OIG landing page to point to the new category and other links at the bottom to point to any revised links.
• Reports called "Management and Performance Challenges" are moved from https://www.fec.gov/about/reports-about-fec/oig-reports/?category=inspection+or+special+review+report to the new category
• Reports under the strategic plans and other reports categories are also moved as needed.

We are going to need to update the other two category document pages too.

I've updated the other page too at https://www.fec.gov/about/reports-about-fec/oig-reports/?category=oig+strategic+plans.

I've asked OIG to review their reports and make sure all are sorted out as they've requested. After they confirm that, will close the ticket.

Closing. We discovered we needed to re-publish the most recent IG items after the other edits were made so that their home page feed contained the most recent things. The feed is by "last-published" date.

They requested an all investigations link be added, which we've done. Everything seems to be in order now; closing the ticket.
