Content team is going to have routine sprint ticket for banner work each sprint to make sure we're on top of it.

Completion criteria

Banners set up for:

• Set up by November 26: Set up the usual EFO maintenance message to run beginning Friday November 26 and until 10 AM Saturday 11/27. Use language on spreadsheet but work in if needed that no filings will be received during this outage. (If language needs a change, be sure to float through Ken/Ryan and Amy.)
• set up by December 1: The "Today's events" banner for Open meeting of December 2 and [Audit hearing of December 2}(https://www.fec.gov/updates/december-2-2021-audit-hearing/) to come up at 7:30 am and go down at 5:30 pm on 12/2.
• if needed: the government shutdown banner. This would need to be posted by @patphongs - for Pat, the banner is an "alert for emergency use only" and is stored in Wagtail in the banners section with the title of "The FEC is closed"
• If needed: any change in status doc that may happen
• Post any other banners that might be needed
• Create banner ticket for 16.6 before refinement and add it to the content doc for PI16

EFiling banner is set up. The routine language conveys that eFiling is not available during the down period, no need to shop new lanugage. December 2 banner is set up as well. Ticket for 16.6 is created... #4972
