Front End tasks for new About this data section

Summary

What we're after:
We've got an "about receipts" page at https://www.fec.gov/campaign-finance-data/about-campaign-finance-data/about-receipts-data/ and are making an "about disbursements" page too. We want an "about loans and data" page. All of these pages would be linked off of https://www.fec.gov/campaign-finance-data/about-campaign-finance-data/. There are some front end tasks to do after the pages are drafted.

• About this data is added to Data landing page and drop down menu
• Mention of debts on https://www.fec.gov/data/browse-data/?tab=loans-debts is removed since they aren't coming soon.
