Fix AO Procedure document link in guidance search and add to Policy page

Summary

What we are after:
Policy let us know we had a bad link on the site for the 2009 AO Procedure policy statement. We need to add it to the Policy page, fix a redirect, and doublecheck/fix if needed the guidance search.

• Check site maps and code for guidance page to make sure we are linking https://www.fec.gov/resources/cms-content/documents/fedreg_notice_2009-11.pdf and if needed, follow steps to update/correct guidance search.

Policy page is updated and it turned out the redirect didn't work because it didn't exist, so I've put in a PR for that at fecgov/fec-proxy#269.

On to the guidance search update.

Note: there will be several different PRs related to this ticket - one for the redirect and one for the guidance search update.

Redirect has been merged and added to the 15.1 testing ticket.

Only guidance search work remains.

This document was not on OGC's original list of documents that should have been in guidance search. I've added it to the list and to the Guidance search PDF sitemap that is uploaded into Wagtail. I've put in a PR at #4707 to add it to the search.
