Update formatting of all footnotes on the website

What we're after:
Our footnotes are formatted differently across the site. This work is to bring all of the styling/formatting of our footnotes in line with their display on the court case pages.

Action items:

• Determine whether further design work is necessary (there are a variety of formats of footnotes across the site) Do we need to lay out specifics in a more granular way beyond what is present on court case pages
• Take inventory of all instances of footnotes
• Update all instances of footnotes to style on court case pages

Completion criteria:

• All instances of footnotes are formatted in the same way.
