Banners set up for:

• Open meeting of March 11 - set up by March 10.
• Banner for pending comments (This banner has been set up to come down at 7:29 am on March 11): set up on March 11 to come back, March 11, 5:01 pm and expire on March 18th 11:59 pm
• If needed: any change in status doc that may happen

We have a new banner put up on the afternoon of 3/5. We'll have to juggle it a little with the meeting page banner. I've written start/end dates in the completion criteria.
