I've made some minor updates to the Content Guide in the areas of drafting (we now use Word drafts), footnotes (just to link the instructions and add a note that they are discouraged), and capitalization examples (Audit Report and Hybrid PAC).

When we work on the tickets at the top of this ticket (#4235 and #4367 ), they should include a completion criteria item to amend the guide as we decide to standardize external hyperlinks and footnotes.
