Update campaign finance statistics link updates for 2022

Summary

What we're after:
As a Wagtail content user, we need to be able to upload new campaign finance statistics files to Wagtail.

• Implement filterable campaign finance data summaries  #3943

Completion criteria

• 2022 campaign finance statics are now linked from /resources/ path

Tech steps considerations

• Ensure that names of files are unique so there is no name collision when put into the /resources/ path
• Update the script to have the links from 2022 and onwards to go to the /resources/ path where Wagtail files are uploaded
