Upload accessible version of nonconnected Guide and update Guidance search

Summary

We have needed an accessible version of the Nonconnected Guide. @jjonesfec is awesome and made us one. This ticket is to update the guidance search with the date of the newly uploaded guide so it will appear in the search.

• updated guide version is uploaded to CMS
• Wagtail site map is updated
• Github repo is updated
• New file uploaded to Content team folder in instructions
• updated/uploaded xml files with new upload dates

Completion criteria

• updated/uploaded guide is uploaded in all instances or occurrences.
• updated/uploaded guide is found/returned in guidance search

Future Work

This is a lot of work; and we have this automation ticket we should consider prioritizing: #3804
