Banners for October

Summary

What we are after:
As a user, it's nice when the agency highlights an important thing for me to click on on the home page.

We will have to switch out the non-phase-one banner numerous times in mid-late October. We'd like to use this as a training exercise for the content team and take turns so everyone gets some practice in.

Completion criteria

• Banners for October Quarterly (10/15), Pre-General (10/22) and Election Day info (10/23 through week of election) are posted on time.
• CELA banner is set to return in November
  - [ ] We keep the Phase 1 banner at the top.
  - [ ] Spreadsheet we keep for Admin Fines is updated

We'll do our first banner meeting on 10/14 to prep the October Quarterly banner for October 15.

To do: @djgarr and @kathycarothers are going to set up a call to do the pre-election banner on Tuesday.
Pre-election banner - update link to next Monday's tip, set to go on 7:30 am 10/22/off 8 pm 10/22 and publish
Election Day banner - Update to go back on 10/22 8:01 pm (This might need to wait for when you set the 10/22 banner to do)
CELA banner update to go back on after the election (need to determine exactly when)

The Pre-election banner is ready to publish.
We will need to update the Election Day banner on 10/22.

Closing; we concluded our banner set up today, by setting up the Election Day banner to run starting tonight through November 5.

CELA banner returns at midnight November 6 and will turn off on the am of December 3, to be replaced by the Post-General banner on December 4.

We'll do a banner session on December 1 to add the link for the Post-General banner.
