Put in EEO pages and files redirects

Summary

What we are after:
We are getting off transition. There are a few stray EEO files and pages left; EEO has confirmed they can be removed and redirected.

• https://transition.fec.gov/eeo/LegalAuth.shtml - redirect to main page and take down
• https://transition.fec.gov/eeo/AfricanHistoryMonth.shtml - redirect to main page and take down
• https://transition.fec.gov/eeo/HispanicHeritageMonth.shtml -redirect to main page and take down
• https://transition.fec.gov/eeo/MD-715Report.shtml - redirect to main page and take down
• PDFs - there are several directories of older PDFs. - redirect these files to main EEO page at https://www.fec.gov/about/equal-employment-opportunity/ and take down

Completion criteria

• Transition redirects created for above
• After redirects are deployed/merged, test that they are working
• Take down ticket created
