What we're after: We need to build a wagtail editable page template for the OIG's new landing page.

Components of landing page:

Page header:

• Title: Office of Inspector General
• Body: The FEC OIG is committed to detect and prevent fraud, waste, and abuse, violations of law, and to promote economy, efficiency and effectiveness in the operations of the FEC.
• New Button: Submit a complaint (link: https://fecoig.ains.com/)

Main section:

• Message: Need an informational message section that can be turned on as needed. If a message is not needed, the message box will not display. For now this message box will contain COVID-19 information: "Due to the evolving situation concerning the coronavirus (COVID-19), the FEC OIG is processing mail on an intermittent basis, and strongly encourages you to file all inquiries and/or complaints through the FEC OIG Hotline Portal."
• Placeholder space: Gray box (neutral, gray-lightest) and OIG logo centered.
• Report feed: Displays most recent reports, all reports links to OIG report search (link: https://www.fec.gov/about/reports-about-fec/oig-reports/)
