[Before 9/25] Post new guidance document, find old guidance document (bug) and update sitemap

Summary

What we are after:
_OGC has identified and needs to add a guidance document to the guidance documents search. They are taking one of the RAD FAQs and converting it into a PDF document. This ticket is for the website work.

A second issue has come up that we can add to this ticket - the Candidate Guide is in the guidance documents search but is not coming up. We need to identify and remedy that pronto._

• Candidate Guide not appearing in search results bug is fixed.
• new PDF is uploaded to CMS and link provided to OGC
• new PDF is added to the sitemap XML-PDF file - This may need to be a hotfix.
• Revised sitemap is uploaded to Wagtail

This may require a hotfix. OGC needs this to be in the search by September 25. We obviously need to fix the Guide bug quickly too.

Future work

Since this is a RAD FAQ, we may want to look at making it into an HTML page (it may already be on the update list for this). If it does become one, we'd want to update sitemap files at that time to put a new page into the guidance search.

@patphongs has fixed some bad code in our Wagtail version of the sitemap that was causing the Candidate Guide not to appear in Guidance search. Search.gov should be able to find that guide now. I'll connect the PR and we'll reconvene and continue work to add the new PDF on Monday.

The new PDF has been uploaded to the CMS along with an updated site map. A PR has been put in to update the GH repo.

The document has been added to the database and comes up in searches for “RAD”, “Political Action Committee,” and “payroll deduction.” The URL is https://www.fec.gov/resources/cms-content/documents/RAD_FAQs-PACs_EO13892.pdf.
