What we are after:
We need to put in redirects for pages and files that have been migrated to the CMS recently.

• Migrate 2009 enforcement hearing comments page into Wagtail #3956

Completion criteria

• Transition redirects implemented for files and pages migrated
• Redirects tested after @patphongs reviews, merges and deploys
• www redirects added in Wagtail if needed -will tackle this in a future ticket
• Take-down ticket put in for the redirected files - will tackle this in a future ticket

Found a couple of items on hearing pages (#3994) that will need redirecting as well; will add to these redirects.

Going to add redirects related to the hearing page work that goes hand in hand with the policy work to this ticket.

Redirects have been merged; @patphongs will deploy tonight and I'll test tomorrow.

@patphongs merged and deployed the redirect. Most are working but a few aren't. I'll try to figure it out and submit a corrected PR for them.

The transition redirects are working!

I'd like to be really smart about the www redirects and taking down the policy pages. I think let's hold off on both until all the policy page work is completed. So will close this ticket with the redirect of the transition pages completed.
