13.2 Redirects

Summary

What we're after:
In 13.2 we migrated some of the policy pages over to wagtail along with pdfs that were added to the CMS that will replace transition files. This ticket is to put in the redirects for them.

Completion criteria

• Redirects put in for enforcement process and embezzlement files (see PI13.2 page of this spreadsheet)
• Add files to be taken down to the issue at Transition pages to take down (Policy pages enforcement and embezzlement)  #3976

Future work

Front end removes these files from transition (See # 3976)

I need to add the internet pages to 3976. The internet comments have been added to the ticket.
