Incorporate quick wins to the OIG page

Summary

What we're after:
To create a web page for the OIG based on common elements from an in-depth look at other inspector general pages. In proceeding with this goal we will incorporate three elements to improve the user experience on the page as we work to the long term goal of changing the page.

Completion Criteria

• To add the sidebar for the OIG portal hotline
• To add an internal button under the OIG mission section linking to About the FEC
• To change the URL to www.fec.gov/oig (waiting to get Chris' approval. We should hear back the week of July 27th)

Future work

Schedule a follow-up discussion on the next steps/future state. aka the landing page templates and IA.

I have added the first two elements and published them to the site.

A note on the sidebar and connecting the page we created a page for the hotline portal and then did a redirect to the OIG pages portal.

We added a redirect for the friendly URL. We went into Wagtail and went into the Redirects. We added the friendly URL (https://www.fec.gov/oig/) and redirected it from the current page (https://www.fec.gov/office-inspector-general/). We also made this a permanent change.
