Recording receipts guide page consistency

Summary

While converting the recording receipts guide pages from custom to resource templates I observed several instances of inconsistency between the pages for each committee type. As a result, two steps should be taken to improve the pages:

1. Content from one guide that is applicable to other committee types should be added to those guides. For example:

   • Recording Party receipts has information about identifying contributors when the contribution is made by text message and online banking services, but that content is not available in the candidate page or either PAC page (There are no AOs for text messages for SSFs).

2. Content that is in multiple guides but has non-exact language across those pages should be made consistent. For example:

   • all of the guides have a section about illegal contributions, but they are not consistent when possible. (Candidate, Party, PAC, SSF)
