Deploy new admin fine calculator

What we're after:
This ticket is a compilation of the steps required to launch the new administrative fine calculator.

Steps to completion:

• 1. Merge calculator PR (PR: feature/3688 admin fine calc #3723)
• 2. Deploy PR
• 3. Edit www to add the calculator to a page or pages
• 4. Remove links on www to old transition calculators and replace with links to new calculator (ticket: Update calculating administrative fines page to link to new calculator #3732)
• 5. Add redirects to transition to forward any direct links to the new calculator (ticket: Redirect old calculators to new one and remove old calculators #3783)
• 6. Delete the calculator from transition (ticket: [After redirects are tested] Take down transition pages recently redirected (Admin Fines, enforcement, election results) #3843)

We'll also need to do www redirects (or update some in some cases). So there are two redirect PRs in progress;

Thanks @rfultz - Just saw this. Thank you for all your hard work on the calculator and dear to my heart, taking down old things off of transition! Closing ticket since work is complete.
