Drafting ticket: Convert the Procedural Materials page into a Wagtail page

Summary

What we are after:
We want to move the page that contains the RAD procedures and the enforcement procedures, currently at https://transition.fec.gov/law/procedural_materials.shtml into a Wagtail page that would be a child page of Legal Resources. With the release of the guidance search page, users may want to see this information as well.

Action items

• Review https://transition.fec.gov/law/procedural_materials.shtml for duplicated or outdated material (for example, the paragraph about the enforcement manual)
• prepare a draft in Word to send to content team and stakeholders (Press, RAD, Audit, OGC Enforcement)
• Put in a ticket to publish the page after the draft is reviewed and approved
• For documents housed in transition and linked on that page, make the PDFs accessible and upload into Wagtail (Enforcement collection)
• Update those PDF links on the transition site and add to redirect spreadsheet

Completion criteria

• Draft page is circulated to stakeholders
• PDFs linked on that page are made accessible and uploaded into Wagtail
• Publishing ticket is created
• PDFs added to redirect spreadsheet

Future work

• publishing the updated page in Wagtail as a resource page.

The draft re-organization of content and small edits to current text has been sent to stakeholders in RAD, Audit, OGC enforcement, Press and Congressional Affairs. Have asked them to return comments by May 15.

In meantime, will begin work on PDFs.

Creation of the PDFs has begun. The original PDFs were not created with accessibility in mind, and a full repair of this isn't going to be possible time-wise. But I'm improving what I can.

Audit has returned minor comments on their section.

The page has been drafted. The PDFs have been uploaded and redirects for old files have been created in #3748. I've created the publishing ticket at #3751, so am going to close this ticket. We've got back comments from Audit and RAD; when we get the remaining comments, we'll begin the publishing work in that ticket.
