Summary

What we are after:
As a user, I need to see the Federal Register notices that impact regulations.

Last year we created the E&J pages in Wagtail. One set of them are chronological indexes by decade. A new decade has begun, so we need to start a new page for the 2020s.

Future work

We should think about whether E&J updates are routine Info Div work or website team work. The pages use html tables and the resource page template and can be very tricky to update because of the detailed html. We do store the html for them in an Info Div folder and Info Div has usually handled updating in the past.

I've created the page at https://www.fec.gov/legal-resources/regulations/explanations-and-justifications/chronological-index-2020-2029-ejs/ and updated the index page. For the particular FR notice that triggered this ticket (an inflation adjustment notice), we do not need to update the citation index (that is only updated when a FR notice changes a reg).

Work is complete and we are set up for the 2020s now E&J-wise, so closing this ticket.
