Update reporting example for multistate IEs with additional info for IEs in 2-5 states

Summary

What we are after:
The new multistate IE rules (and our reporting example) show how to report an IE that is in six or more states before a presidential primary. RAD and Info are getting a lot of questions about what to do if the IE is in 2-5 states and RAD would like to expand the reporting example more.
