Add links to new presidential buckets on the H4CC/Candidate Guides page

Summary

What we are after:
After we publish the new buckets in H4CC, we will need to add the links to them to the Guides page so that users can access them.

Background
The two new candidate buckets are called:

Understanding public funding of presidential elections - link is /help-candidates-and-committees/understanding-public-funding-presidential-elections/
Funding the presidential transition and inauguration - link is /help-candidates-and-committees/presidential-transition-and-inauguration/

They should be inserted right above the last bucket ("Winding down a campaign") on https://www.fec.gov/help-candidates-and-committees/guides/. See screenshot:

Completion criteria

• Update https://www.fec.gov/help-candidates-and-committees/guides/ to add the links as shown above.
• Test on stage to ensure they are working
