Turn the Statutes page into a Wagtail editable page

Summary

The Statutes page at https://www.fec.gov/data/legal/statutes/ occasionally needs simple edits, but because it's hard-coded, the content team has to put in a PR.

Proposed Behavior / Feature

Make this a page that doesn't require a PR to update. Or at a minimum, make all of the part below the search box editable in Wagtail.

Current Situation

We need to put in a PR to update this page.

Use Case

The content team. And also the regulated community, because it would be easier to make a quick update to the page.

We'll have to strategize to see if it's possible to preserve the route if we move the landing page here to Wagtail. Moving to PI 14 for now
