Redirect work for 9.4

Summary

What we are after:
Making sure that users get the latest version of our content and aren't using stale or outdated pages or files. We're also trying to get things off of transition.

Completion criteria

• Write proxy and www redirects as needed for:

• Special Notices brochure

• 2017 version of FECFile manual for candidates

• Guideline for Presentation in Good Order

• Appendices to Guideline for Presentation in Good Order
  (See the 9.4 tab in the redirect spreadsheet.)

• Let @patphongs know when redirects are ready for her to test, merge and deploy.

• Test the redirects after they are deployed and update the spreadsheet.

• Make implementation ticket for front end to take the old, now redirected pages down.

Redirects for transition have been written and a PR is at fecgov/fec-proxy#137. We've tagged @patphongs to review.

We added three new redirects and updated the one for the FECFile manual that was already in place.

All four items have a www redirect in proxy now. That redirect should work once the transition redirects are merged and deployed; will test at that time.

We actually redirected two older FECFile manuals, but there's some issues with those redirects. The redirects for the brochures and the PIGO manuals are working. @patphongs is going to help me figure out the FECFile manuals.

@patphongs figured out that a new rewrite rule for docs in Wagtail was needed in proxy. We also updated some other redirects we found. We've merged in those redirects and she'll deploy them tonight. We'll need to test once again and should be able to close the issue tomorrow.
