Broken link on Data hard-coded page needs fixing

On https://www.fec.gov/data/browse-data/?tab=candidates, the link to "Find which candidates have applied to receive public funding" is giving a "page not found" error.

To do

• Fix the link on the hard coded page
• Send any needed redirect to the content team to take care of in next round of redirects.

We need to put in the redirect, so reopening for a second to do that.

Redirect for the old link giving a 404 has been put in to redirect that bad link to https://www.fec.gov/introduction-campaign-finance/understanding-ways-support-federal-candidates/presidential-elections/public-funding-presidential-elections/#reports-and-resources. This will take care of it until release is deployed, and also in case the URL giving the 404 is active anywhere else.
