Front end: Update the 404 page with the new wording

I got a 404, now where should I go to find what I need?

Background
In #2675 we crafted new language for the 404 message. This ticket is for front end implementation.

Wording we want to use is in this google document.

Completion criteria

• Include a way for someone to click the feedback box from the 404 page.
• Take the final language from Update 404 page/message #2675 and update the 404 page.
