Mockup time toggle for receipts data table

What we're after: As part of our map work, we need to consider other places on the site that are impacted by the map. This issue addresses a necessary change to the receipts datatable, since we are going to be attempting to expand the 2-year limitation to a 6-year limitation. This will change the way users will be able to sort through specific time periods within an 2-4-6 year period.

This ticket requires a mock-up of the new interaction on the receipts datatable.

Completion criteria:

• Mock-up solution on receipts datatable
• Confirm with back-end that the new interaction can be supported by the data
• Move to implementation issue (Remove 2-year restriction for CMS datatable schedule A #2606)
