User story: If my party's candidate has a special election in 2019, the national and state party committees will want to know the 2019 coordinated party expenditure limit for that state.
These limits are adjusted annually for inflation and are included in a Federal Register notice that publishes them (coordinated by Liz Kurland in the Information Division).
Completion criteria:
Update the coordinated party expenditure limits page with the new limits
Add the link to the 2018 archived limits to the archive table snippet.
Consider changing out the past year's shtml links to the FR notices if available, in order to reduce files on transition site.

Today, we updated the archive snippet, and figured out an easier way to do the archiving for future years. We also used the word to html table conversion to make the html table for the 2019 Senate limits. We're ready to with a few small edits with the other new limits for 2019 to be made once the 2019 FR notice is approved for publication.

Background: Last year, we set up the page at https://www.fec.gov/help-candidates-and-committees/making-disbursements-political-party/coordinated-party-expenditures/coordinated-party-expenditure-limits/ for always having the latest coordinated party expenditure limit as well as archived links to past limits.
