Determine and mock up updates to homepage "Getting started" section

What we're after: With recently implement changes to our homepage to include the election search, we want to take another look at the information we're providing at this high level, to make sure we're providing the most valuable information to our users. And so we need to take a look at the information we're presenting in our Getting started section.

This ticket will include work by the content and design teams to determine the best information to provide as well as a mock-up of what this new change will look like.

Completion criteria:

• Evaluate user needs on homepage. What information are users looking for most?
• Content and design team meet to determine best content/data to include
• Mock-up homepage design based on content/design discusion
• Move to implementation ticket
