Prep the coordinated party expenditure snippet for future use

What we're after
We've got a snippet in Wagtail for the archived coordinated party expenditure limits. However, it's an html table and it might be easier to maintain if it's in chronological order (rather than reverse order).

The bug week is a good time to do this one-time maintenance task that will make it easier for us to maintain the table in the future.

To do

• Update the snippet by putting it into chronological order.
• Doublecheck the page at https://www.fec.gov/help-candidates-and-committees/making-disbursements-political-party/coordinated-party-expenditures/coordinated-party-expenditure-limits/ to ensure the updated snippet appears.

Future work In early 2019 late January or early February), this entire page will need to be updated, as well as the snippet for the new limits

The archive snippet is re-ordered, updated and embedded so we can close this issue.

Future work: We'll need to make a page for archiving the 2018 limits when we are ready to update the page for 2019.
