User Story
Congressional staff and other researchers need to be able to find and easily access the recommendations for legislative change that have been made by the Commission over the years. In some cases, these help shed light on controversial or muddied campaign finance legal issues; in other cases, like Senate e-filing, the law eventually gets changed!

Background
The FEC's Congressional Affairs Office supplied updated, better quality PDFs of the Commission's legislative recommendations, which are located on the FEC website at https://www.fec.gov/legal-resources/legislation/#legislative-recommendations. Those PDFs have been uploaded into the CMS and linked. (Previously, they were linked from transition.) However, for four years, the FEC did not have PDFs and instead links to transition site pages. (Edited: Congressional Affairs was able to give us PDFs for the four years so that's been updated too.) It also would be nice to find a better way to present the links as opposed to a very long bulleted list. Finally, we need to put redirects in place.

To do

  • Make an html block snippet in chronological order for the list of years and their links.
  • Add the PDFs old and new to the list of forthcoming redirects maintained by the content team, and put in the redirects.

We talked a little in design sync about this. The html block will be a first step to make the page more readable, but we may in the future want to think through how to indicate what exactly is in each year's recommendations (and how to deal with the years where there was quite a lot). @llienfec made a great suggestion for this and other "archive" type html blocks (e.g. coordinated party expenditure limits) to be in chronological order, to make the html block easier to update yearly.

Turns out to redirect a few of the legislative recommendations, we will need to do redirects for the annual reports. So with the legwork done in this ticket, I'll close this and open a new ticket to get the redirects in question done.
