Determine how to fit new guidance for IE Form 5 filers into forthcoming H4CC page for them

Background In #2177 we got new content for Form 5 filers on reporting independent expenditures approved. Before we could implement the new other filers section, however (#2248), a court decision vacated a relevant FEC regulation. We put the other filers section on hold until the Commission issued guidance.

The Commission has issued a press release at https://www.fec.gov/updates/fec-provides-guidance-following-us-district-court-decision-crew-v-fec-316-f-supp-3d-349-ddc-2018/

We need to incorporate this guidance into the content we'd drafted in #2177 before we can move forward with an Other Filers section.

Completion criteria:

• Take the draft content and determine best way to fit in the material from the press release.
