Update the legislation page to include the new Senate filing law

User story As a Senate filer, or a person who tracks changes to the campaign finance law, I'd like to see the legislation that affected the Senate filing requirements (or any other changes made by recent legislation).

Background While we updated the site very quickly to reflect the new law, we need to add the information on the legislation to https://www.fec.gov/legal-resources/legislation/. Right now, we don't have a Pub. L. No. or link yet, but the legislation can be found in its enrolled bill form at https://www.gpo.gov/fdsys/pkg/BILLS-115hr5895enr/pdf/BILLS-115hr5895enr.pdf#page=30.

To do

• Update https://www.fec.gov/legal-resources/legislation/ with information about the new law. (The Record article link has been added, but we need to get the Pub. Law No., link the final version of the law, and write up the summary info.)
• Doublecheck that we are using the best links possible for the legislation linked on the page.

We've got a public law number now. It's Pub. Law No. 115-244. https://www.congress.gov/bill/115th-congress/house-bill/5895

I've updated the page with the new legislation and have changed out all of the legislative links for more up-to-date ones to ones I found in GPO's new database for these. I doublechecked Pub. Law No. and added/corrected as needed. So this page is nicely up to date now - will have a second pair of eyes check my changes and then publish once approved.

Thank you @llienfec for checking all of the new links! I've added the one missing public law to the changes already made. Our legislation page is in great shape now and includes the 2018 legislation just enacted, so we are ready to close this ticket.
