Implement strategy for hearings page

User story
As a Commission website user or stakeholder, I want to access important rulemaking hearings of recent note, but also be able to reach archived ones.

Background
In #2186 we addressed specific requests from the Commission Secretary regarding certain rulemaking and procedural hearings. In regard to the hearings that are on SERS, in keeping with our one home for content principle, we're going to refer users to SERS for rulemaking hearings we don't already have indexed on the hearings page.

Going forward, we need to make a strategy for how long rulemaking hearings and pages will remain available on fec.gov as well as on SERS.

To do

• Draft language for https://www.fec.gov/meetings/?tab=hearings to indicate that all rulemaking hearings are archived on SERS.
• Because https://www.fec.gov/meetings/?tab=hearings is hard-coded, we will need a front-end person to implement that language and add link to SERS.
• Content team develops the strategy for how long hearings are listed on https://www.fec.gov/meetings/?tab=hearings.
• Add needed redirects for hearing pages made in Research: develop strategy for past hearing pages and implement as needed #2186.
• Update link to Public Hearings Archive at bottom of https://www.fec.gov/legal-resources/regulations/. to point to https://www.fec.gov/meetings/?tab=hearing

We've drafted language for the hearings page. I've put in a separate ticket at #2514 for the front-end work that is needed to add the language and link to SERS to that page. We've also determined that archived hearings requested by the Commission Secretary to be on the page went back to 2005 2002, so the strategy for now will be to keep the list going forward from then. Older items are available via SERS. (Note: comment corrected to note that the hearings actually date back to 2000; the first page however just goes from 2005 forward, which seems like a good starting point.)

With the redirects in place, we are able to close this issue!
