Convert the E&J transition pages into Wagtail pages, part 1 #2325

Estimating this at a 5 but because it's labor-intensive for the Information Division staff that will be doing the work throughout the sprint. |
Work continues on the anchor links. We were unable to locate the replacement files for the older House Documents. The specialist who was working on the E&J tables needs to be diverted to higher priority projects in light of the legislation that passed Congress yesterday, so that will slow progress as well. I'll keep plugging away. |
In order to narrow down the scope of this ticket, I've set up an issue at #2392 for the creation of the word tables that we'll use to remove bad code and set up good code for use in the future Wagtail pages. |

User story As an internal stakeholder or outside legal consultant, I need to see the explanation and justification for Commission regulations to do proper legal analysis of them.
Background In #2202 we devised a plan for moving the E&J pages over into Wagtail and addressing how illegible some of them were. Since then, the Information Division has found replacement files for some of the more illegible E&J files and has uploaded those into the CMS. (Spreadsheet) The next step is to do the conversion of the tables.
This is a huge undertaking and will be scoped similar to reporting examples.
To do for this upcoming sprint:
