Change "Trainings" link in header to point to new Wagtail page when it goes live

What we're after Pointing people to the new trainings page which is going live soon. See #1787 for background if needed.

To do:

• Update the "Trainings" link on these hard-coded pages to change out the old transition link (https://transition.fec.gov/info/outreach.shtml) to point to: https://www.fec.gov/help-candidates-and-committees/trainings/. (Pat)

• Help for candidates and committees main navigation menu

• https://www.fec.gov/help-candidates-and-committees/: Link with picture labeled "Education and learning"

• [ ] Hard-coded links to the old transition link on the transition website.

• Update the link to "Educational Outreach" on the non-hard-coded part of https://transition.fec.gov/ so that our gateway points to new page before redirect is implemented. (Dorothy)

• Write redirect to cover links to the transition page and redirect to new page. (Dorothy)

Estimated this at a 2 since it involves in part writing a redirect (that part can be assigned to me). Work in #1787 needs to be completed before we can move on to this issue (that should happen in 7.1).

The new page is live at https://www.fec.gov/help-candidates-and-committees/trainings/ so we are ready to move forward to making the redirect and changing the link in the hard-coded pages..

In Design Sync, @patphongs mentioned that the redirect I'll do will take care of hard-coded links in transition pages, so I've taken out the to-do regarding that.

Have written the redirects for the transition pages and submitted a PR (linked above).
