While we work on longer-term solutions (like fecgov/openFEC#3302) for better AO citations, we should add a disclaimer for citations.

In situations were a citation is missed or OCR text is missing, the current text "Doesn't cite ..." is misleading. Current interface:

Draft language for disclaimer
Design appearance of disclaimer
Implement disclaimer on front end
