Correct metadata in AO pdf documents

When users open pdf documents in Chrome, a gray banner at the top of the screen shows the document label taken from the pdf metadata. For many AOs, this metadata identified the wrong AO, which causes confusion for users who aren't sure which AO they are looking at. To fix this issue, we'll need to change the metadata in the pdfs and reload them. Background on this issue is at https://github.com/18F/fec-cms/issues/1361
