Return AO Doc if final opinion is not yet issued

This is a request that came up while discussing the AO search today.

Currently when you search the AO system for an AO that is still pending, you will get no results because by default the system will filter on final opinions. This was a requested default, however, is it possible to change the logic so that if an AO is searched and has not received a final opinion, to still return the result?
