FEC-CMS needs DB Dump file available in repo for development

When setting up FEC-CMS development with local database and/or restoring the local database from a backup there currently is no sample DB dump file available in the Fec-cms repo. This requires developers to download the CMS sample DB dump from the google drive when needed and setup manually at their local repo <path/to/backup_file>.
Therefore, this issue requests the addition of the sample DB dump file into the Fec-cms repo files so that it is more easily available for development setup as is done at the openFEC repo.
Maybe provide the file in the Data folder as cms_subset.dump
(as is done with openfec repo as: data/subset.dump)

Project Team stated 12/05/17 that the CMS dump file is a full DB dump and not a sample subset.
Therefore, they won't be adding it to the CMS repo.
