Implement new links to contact info

So that users in the Help section can find the right person to contact, implement the new links to the contact page from https://github.com/18F/fec-cms/issues/1015

This is a clean implementation issue because there's several steps here:

• Update the language on the card on https://beta.fec.gov/help-candidates-and-committees/ to say "Get help from the FEC by 
phone or email"
• Change the link on this card to go to /contact-us
• Add the same style of card to the CollectionPage templates
• Remove link to "Submit a question to RAD" from mega menu
• Add the sidebar to the CustomPage template below the "From the FEC Record" item:
  . This should display be default but there should be an option added to the CustomPage model to disable it.
• Update the RAD blurb on the contact page to say:

Reports Analysis Division
Including help with report creation, transactions and amendments
Look up your committee's analyst [link to /question-rad/]
