datatypes-java maven repo out of date

Some users (e.g. Twitter) are blocked on being able to build their own extensions because there's no way to access the underlying proto types in Feast. This corresponds to the datatypes repo that existed (https://mvnrepository.com/artifact/dev.feast/datatypes-java)

We should push a new datatypes maven repo (and deprecate the old repos)
