Scope:

testing pipeline triggered at push/pr
add unit testing and status
build tested and status
go:generate health
bats: e2e testing with compiled cmd (EbpfExternalDispatcher)
add use cases for testing EbpfInternalDispatcher
packaging (rpm? deb? oci image?)
