Formation of the Eastern and Western Roman Empires

The Eastern Roman Empire shall be formed by Byzantium when it controls the Empires of Asia and Egyptus.
The pretender Empires of Bulgaria and Serbia could reform it but they shall become Byzantium before.

The Western Roman Empire shall be formed by the Holy Roman Empire when it controls the Empires of Itaila, Francia and Spain.
The pretender Empire of S.P.Q.R. could become the Western Roman Empire if HRE does not exists (a special CB will be created to make S.P.Q.R. destroy HRE).

After the creations of these titles they get de jure land corresponding to the maximum extension of the two Empires the "Imperial CB" should be modified accordingly to help in the reconquest to see if better to divide it in two different Casus Belli one for the East and one for the West.
