No buyer email or address attributes for personal access

Hello,
We are trying to make a shipping app for our Etsy shop.
We get the API credentials with personal access.

I know for buyer email and buyer address atrributes, there is limitation for commercial access and that permission is subject to Etsy's permission.

Is that the case for personal access apps too? Because we retrieve nulls at those fields while other fields are coming with no problems.

Any help or information will be appreciated
