Is your feature request related to a specific problem?

Fidesctl users will have no clear way of knowing that fidesctl as a package is being deprecated

Describe the solution you'd like

Add a log message to the server and a warning in the CLI that the new package name is ethyca-fides and point them to the docs site

  • add a deprecation for the CLI (I think Click natively supports a deprecation flag)
  • add a deprecation warning Logged in the API
  • add a deprecation warning when installing the package (might be possible?))

Leave this as an OPEN PR until @ThomasLaPiana is ready to merge and cut the final release
