What is wrong?

Spec PRs:

  1. Bring forward changes to withdrawability from phase 1: Bring forward changes to withdrawability from phase 1 consensus-specs#615
  2. Turned slashed and initiated_exit into booleans: Turned slashed and initiated_exit into booleans consensus-specs#658

How can it be fixed

  1. Rework ValidatorRecord fields to latest version: https://github.com/ethereum/eth2.0-specs/blob/dev/specs/core/0_beacon-chain.md#validator
  2. Remove status flags
  3. Note: ignore Transfer functionality, for now, that could be implemented in another PR. IMO it's a lower priority.
