Tasks for merged "save state/fork feature

1. "fork" instead of "save" if you keep saving tx in the state.
2. always initiating with an empty state (e.g discarding the default state)
3. note field for each saved state.
4. keep balances
5. list of deployed contracts and addresses (maybe it's an overlap with the save deployed contract feature)
6. check it works with forked chains
7. In Initial state De'ete state btn should be disabled as it makes no sence and doesn't work
8. Disable Fork state with tooltip instead of allowing it and showing toaster (State not available to fork, as no transactions have been made for selected environment & selected workspace.)

• We move 'plugin' icon to the custom modal, and we remove it from here
• the reset state is what your current delete does. it resets the whole plugin/state
• fork will fork current loaded state, whatever it is. fork icon will be permanently enabled
• The trash icon will delete the current fork. It will be visible only if you switch to the created fork. not for the rest. Please use far not fas.
• The titles of the sections should be improved in Env Explorer.
• for later, I suggest adding a modal (can be a dropdown on click) for fork action so the user can choose between the current state, mainnet last state, sepia, or custom. And remove those from the explorer
