Similar to web3.personal.unlockAccountAndSendTransaction, the purpose of the unlockAndSign would be to allow users to sign arbitrary data without requiring to unlock the account temporarily.

I used personal_sign since we renamed personal_unlockAccountAndSendTransaction to personal_sendTransaction.
